State Authorization, Licensing/Credentialing, and Regulatory Information

Bellevue University is accredited by the Higher Learning Commission (hlcommission.org), a regional accreditation agency recognized by the U.S. Department of Education. In accordance with state regulations regarding authorization to provide postsecondary education through distance or correspondence education in a state in which it is not physically located or in which it is otherwise subject to State jurisdiction as determined by the State, Bellevue University makes the following disclaimers per authorization by each state regulatory agency.

Students, especially those seeking to enroll in a Bellevue University distance education program that include clinical, internships or practicums residing outside the state of Nebraska, but within the United States, District of Columbia, and U.S. Territories (excludes International locations), should check the University’s authorization status before applying. We will continue to serve out-of-state students while working with individual state authorization agencies to secure institutional authorization requirements; unless otherwise indicated.

Bellevue University is a proud member of the National Council for State Authorization Reciprocity Agreements (NC-SARA). The consortium provides reciprocity to member states relative to being an education option for residents of member states. Though SARA authorizes the University to offer its programs in member states, there is the possibility that other state requirements not covered by SARA (such as requirements from state licensing boards) could necessitate the restriction of certain programs in certain states. Please note that should a student choose to enroll in a restricted program in a particular state, there may be restrictions that could affect the student.

Examples could include:

  • inability to sit for local licensing in that state
  • ineligible for consumer protection in that state
  • A student may not be able to complete field placements (practicum, internship, clerkship, etc.). This could affect licensure or recognition of the degree to meet particular requirements.

Initial responsibility for the investigation and resolution of complaints resides with the institution against which the complaint is made. All complaints are submitted by going to https://bellevue-advocate.symplicity.com/public_report/index.php/pid654235 . Further consideration and resolution, if necessary, is the responsibility of the home institution's SARA portal entity, and other responsible agencies of the institution’s home state.

Please note that the Commission cannot, by law, review complaints related to course grades, academic sanctions, or discipline/conduct matters.

LEGAL PROVISIONS FOR THE HANDLING OF CHILD ABUSE INFORMATION

Mandatory Employee Reporting of Child Abuse Information

Consistent with Iowa Code §261.9(1)(h), all University employees who in the course of employment receive information related to suspected physical or sexual abuse of children must immediately report such information local law enforcement. Employees should also report such information as soon as possible to the Title IX Coordinator at 402-557-5299 or [email protected]and to the Iowa Child Abuse Hotline at 1-800-362-2178. The Title IX Coordinator will assist employees with fulfilling reporting responsibilities to local law enforcement and to the Iowa Child Abuse Hotline if such steps have not already been completed.

University employees are advised of policies on abuse and reporting requirements on an annual basis as part of annual training on the prevention of discrimination, harassment, abuse and sexual violence.

Definitions. For purposes of this policy, the following definitions apply:

Child

In Iowa, a child is anyone under the age of 18.

Physical Abuse

Any non-accidental physical injury, or injury which is at variance with the history given of it, suffered by a child as the result of the acts or omissions of a person responsible for the care of the child. Common indicators could include unusual or unexplained burns, bruises, or fractures.

Sexual Abuse

The commission of a sexual offense with or to a child as a result of the acts or omissions of the person responsible for the care of the child. The commission of a sexual offense includes any sexual offense with or to a person under the age of 18 years. Physical indicators of sexual abuse could include things such as bruised or bleeding genitalia, venereal disease, or even pregnancy.

Nothing in this policy shall be interpreted to prohibit an employee from reporting suspected child abuse in good faith to law enforcement. Employees also have the right to be free from retaliation for reports made in good faith. Threats, other forms of intimidation, adverse actions and other forms of retribution against an employee or other individual who submits information or makes a report are prohibited.

Information Concerning the Impact of Military Duties

(Mobilization, Activation, Temporary Duty Assignments)

Bellevue University appreciates the important contributions you make in the service of our country. We realize your education may be interrupted by a Military Service obligation.

In support of your military commitment, Bellevue University has established procedures that provide maximum flexibility so you can fulfill your military service and meet your educational goals. These procedures apply to a student who is a member of the military, or the spouse of a student who is a member of the military, if the member has a dependent child. Please note these procedures apply to active duty service and do not apply to reservists who need to fulfill their annual reserve requirements.

Choose one of these options:

  1. Withdraw your entire registration and receive a refund of 100% of the tuition and mandatory fees.
  2. Make arrangements directly with your instructor(s) for grades or incompletes (to be made up later) in the course(s). Your registration will remain intact and tuition, and mandatory fees, will be assessed in full. If arrangements are made to obtain grades or incompletes for only some of your courses, the registration for those courses will remain intact. Tuition and mandatory fees for those remaining courses will be assessed. Any courses for which arrangements cannot be made for grades or incompletes can be dropped and the tuition, and mandatory fees, for those courses will be refunded.

The best choice for your situation will depend on the point in the term when your military service obligation occurs. Please note Financial Aid will be refunded in accordance with existing University and Federal policies for each of the above situations. In addition, there may be implications for any financial aid you have through various federal programs. The rules for these programs are not necessarily within the control of the University. Please direct your questions to Bellevue University’s Office of Student Financial Services.

Iowa Requirement

Adopts a policy to offer not less than the following options to a student who is a member, or the spouse of a member if the member has a dependent child, of the Iowa national guard or reserve forces of the United States and who is ordered to national guard duty or federal active duty: (a) Withdraw from the student’s entire registration and receive a full refund of tuition and mandatory fees. (b) Make arrangements with the student’s instructors for course grades, or for incompletes that shall be completed by the student at a later date. Students should attempt to resolve any grievances they may have with their school first.   • TUITION AND FEES
    • Requirement 1. A statement regarding whether books, materials and supplies must be purchased from the school.
      • Response: Common books, materials and supplies are not required to be purchased from Bellevue University; however, some courses do require custom book packages which are only available at the Bellevue University Book Store.
  • CANCELLATION AND REFUNDS
    • Requirement 1. Explanation of withdrawal/cancellation policy that includes the following: A description of the three-business-day cancellation, a statement notifying students who utilize the cancellation privilege that full refund will be made in 10 business days. (Wis. Stats. 38.50 (7) (e) provides that a student shall have the right to cancel enrollment for a program until midnight of the third business day after receipt of notice of acceptance).
      • Response: Bellevue University Cancellation and Refund Policy: Students are allowed to cancel enrollment for a full tuition and fee refund up until seven days after a course or program session begins. Bellevue University will refund tuition and fees paid in advance no later than seven business days after notice of cancellation is received.     • Requirement 2. Disclosure of appropriate provisions regarding when a student is deemed to have provided constructive notice of withdrawal. It is also required that there be: No language requiring or implying that the student must provide a written notice of withdrawal. No language requiring or implying that the student must ask the school to issue a refund.
      • Response: Prior to withdrawing from a program, students are encouraged to meet with their professor and Academic Advisor, to discuss alternatives. If a student must withdraw from an accelerated cohort-based program they will fowl the withdraw schedule as stipulated in their financial agreement. A student may initiate the withdrawal through their Academic Advisor, and the student is strongly encouraged to ensure the withdrawal is complete. Confirmation of withdraw is available through their BRUIN student account.
    • Requirement 3. A statement in accordance with Wis. Adm. Cod EAB 8.05 notifying students that they will receive their refund within 40 days after dismissal or notification of withdrawal.
